LAWS OF DUPLICATE CONTRACT BRIDGE:
1997 EDITION
John Mac Gregor, CACBF's CTD updates us on the CACBF's policies relating to the Laws.

"The new Laws come into effect on September 1, 1997 in the CACBF. This date is within the guidelines set out by the WBF and was agreed upon at the AGM of the CACBF in Panama in June/97. Within the Laws as produced by the WBF Laws Commission, Zonal and sponsoring organizations are given certain options. The following hold true in bridge held under the auspices of the CACBF - Zone 5 of the WBF."
LAWS

LAW 12 C3
In the CACBF, an appeals committee may vary an assigned adjusted score to do equity.

LAW 16 A1
In the CACBF, a player may not announce that he reserves the right to summon the Director later in the case of unauthorized information.

LAW 18 F
In the CACBF, bidding boxes are required. A player must not touch the bidding box until he is ready to make his call.

Unless screens are in use, use of the Stop card is required for all jump bids. The Stop card is placed in front of your LHO before you make your call. When your LHO has had time to consider his action, you remove the Stop card and he may then make his call. The Tournament Director card is the method of halting the game at your table until a Director can be summoned.

LAW 40 B
In the CACBF, full disclosure is achieved by the use of the Alert card combined with your CACBF Convention Card.

LAW 40 D
The CACBF Systems Policy will govern the use of bidding and play conventions in the annual CACBF Championships. NCBO's are encouraged to adopt this policy but may develop their own as they see fit.

LAW 40 E1
In CACBF Zonal Championship Events, the only acceptable Convention Card is one produced by the WBF Convention Card Editor. For international events, its use is also highly recommended. However, the sponsoring organization may specify other acceptable convention cards.

In the CACBF, both members of a partnership must employ the same system. LAW 40 E2
In the CACBF, a player may refer to his partnership's written defense against their opponents "Odd Bids" as defined in the CACBF Systems Policy

LAW 41 A
In the CACBF, the opening lead should be made face down.

LAW 61 B
In the CACBF, a defender may not inquire of his partner as to whether he has a card of the suit led.

LAW 73 A2
In the CACBF, when there are no screens, the use of the STOP card is required when making any jump bid.

LAW 78 D
In the CACBF, sponsoring organizations are permitted to use special scoring methods. The CACBF General Conditions of Contest and the Supplemental Conditions of Contest produced by the sponsoring organization govern the event.

LAW 81 B
In the CACBF, the Tournament Director reports local and national events to their NCBO's Masterpoint Registrar. In all other events, the Tournament Director reports directly to the CACBF Masterpoint Registrar.

LAW 87 B
In the CACBF, fouled board are scored according to the method provided in the CACBF Scoring Program.

LAW 92 B
In the CACBF, the time period for appeal is 30 minutes after the official score has been made available for inspection.

LAW 93 B1
Differing Conditions of Appeals: The options being (a) Director only, (b) Judge , or (c) Chairperson's Ruling. The idea is to give the sponsoring organization the following options with respect to appeals:

(a) Chief TD - assuming that there are other TDs making rulings, the players could appeal to the Chief TD.

(b) Judge - this would be a very experienced bridge player that knows the Laws and is respected for their judgement. They alone would hear appeals from players and make their decision. Of course, they would be able to consult with anyone they chose to.

(c) Chairperson - this is supposed to refer to the normal Appeals Committee procedure. The decision is rendered by the Chairperson but reflects the Committee's vote."
